Problem

The client had been hired to supply, install, and maintain millions of dollars' worth of alternative energy equipment in a project that had financial backing from two different governments. The problem: after examining all options, the best location for the space-hungry project was the island of Mindanao, where leftist and Muslim rebels are active.

The client had misgivings about sending in engineers when they might be kidnapped on a poorly-policed mountain road or their sensitive equipment threatened in order to extract "revolutionary taxes". That's when they called Pacific Strategies & Assessments (PSA): they wanted to make sure that experts with extensive local knowledge could advise them and the government financiers about the safest locations for the investment.

PSA Assessment

Our team of researchers and security analysts looked at 68 separate sites in Mindanao for the client. We assessed the likelihood that these sites would face a threat from rebel activity or common crime.

PSA Solution

We helped the client select 46 sites where they were assured the equipment and their engineers would be safe. Next, we helped the client make contact with all the right people in the local communities: military, police, medical professionals, and local politicians from the village councilor all the way up to the provincial governor. If anything did go wrong during the three days it would take to install the equipment at each site, the client had all the backup it needed, including mobile phone numbers for emergency response personnel at every level of the command chain.

Once the equipment was in place, PSA was there to make sure it stayed safe. Based on the data we had collected to choose the 46 workable sites, PSA and the client collaborated in devising a model that assesses the likelihood of future threats to equipment or personnel. Every month, we update this model, sending a condensed, color-coded version with graphs to the client for instant value and analysis.

Result

By letting PSA apply its security expertise to the project, the client was able to focus on what it does best: creating efficient, cost-effective and environmentally friendly power.
